Elder Scrolls Online: Can I order the Imperial edition and have all the stuff, but play as a different race?

I'm interested in the stuff that the Imperial edition comes with, but I would rather be a Khajiit than an Imperial. Is it possible to do this, and still keep the stuff it comes with?
