What paperwork do I need to take to my local sheriff's office for a security clearance (fingerprints)?

OK, so I'm trying to get my security clearance (DA/DOD) and, as a reservist, I'm not near a military installation. I was told to go through my local sheriff's office. I did so, but was turned back because I did not have the necessary paperwork. My unit and battalion security manager haven't been much of a help when I asked what else do I need.
So now, I'm turning to yahoo for help. Oh my...

Um ... nothing? Why are they sending you to the sheriff? Fingerprints? Did they already do the information and they want additional record information? What was your most recent investigation and what was the outcome? More details, please.
