What are the implications of Newell's question?

Newell says there are two school district that give contractual protection to homosexuals like him. I take this mean that there are two school districts that no sane parent would send his or her children, given school choice.

I take that to mean special legislation aimed at a special interest group that already had equal protection under the existing law. Now every complaint that is lodged against them will have to go through the is it because they are whatever hoops before, it is actually dealt with.

As I recall he is in Los Angeles, which is one of the most illiterate cities in the US.

So those schools are already schools that no sane parent would want.
