y+8=3x+3
y=3x-5 is your answer

Point Slope Form:
y - y1 = m( x - x1)
Substitute
y - (-8) = 3(x - (-1))
y + 8 = 3(x+1) ------ (Point Slope Form)
Slope-Intercept Form: Solve for Y
