so you have .9 * 1 gallon = .9 gallons water, and .1 * 1 gallon = .1 gallons chemical.
By just adding water, you want to reduce the chemical from 10% to 1.5%. (Note 100% - 98.5% = 1.5%)

So .1 gallons = 1.5% of the total mixture.

Let T be the total amount of mixture...
.015 * T = .1
T = .1 / .015
T = 6.6667 gallons

So the total amount of mixture after adding water is 6.6667 gallons. But remember you already had 1 gallon, so the total amount of water added is 5.6667 gallons.

Hope this helps.
