Why did Obama and Hillary refuse to provide help to the Benghazi victims but exchanged high level prisoners with a possible deserter?

Well, your premise is wrong because there they didn't refuse to provide help during the Benghazi incident.
The two diplomats died within the first hour and nothing could have helped them. The second two were a part of the relief force sent from Tripoli.
No air cover, special forces, or any other type unit could have helped or reached there in time.
By the way, everyone who was there, got out.
And thank you for saying possible deserter. If he is guilty, let him be judged in an American trial. As far as the Taliban prisoners, they may not be entirely welcomed even by the current Taliban leaders. Think about it.

Republican obsession with the tragedy in Benghazi and the release in bringing home a captive US soldier has turned into a mockery, let alone using it as a reason to influence others into voting for their side in the coming election. This entire process is being instrumented as a ruse to attempt to shame President Obama and Hillary Clinton. The Right wing party on Capital Hill of today have such a lack of true patriotism it's pathetic.
