Best places to move?

Okay so my soon to be husband and I are looking to move out of state. We live in Delaware now and want to move to either PA or MD. Do you know of any cities that are really decent to live in and that does not have a high cost of rent like Potomac, MD? Any advice or knowledge would be appreciated.

MD obviously Baltimore its beautiful cost of living is moderate, PA has a lot- Pittsburg, Hershey, Philly, Theres plenty of nice small towns and suburbs around all these cites just all have different styles of life and each place it self is different
