Forget your first two choices.
The T-90 is still a current MBT and Germany doesn't sell to civilians their end-use agreement requires German government approval for all disposal actions so you can't buy from a third party either. About the best you can do is a demilitarized T-72 for about $50 grand then you'll have to spend another $50K in shipping and legal paperwork for a glorified tractor.
Common WWII era tanks (such as Shermans or T-34's) in functional condition (excluding guns) will cost around $250,000 apiece. I have no idea what the licensing costs might be for those - I expect it depends on the state. If you want functional guns, the cost will be even higher (it is possible to privately own a tank with a functional gun, but the licenses for those are very difficult to acquire).
For common post-WWII tanks in functional condition, I expect the costs to be even higher. $1 million for a Leopard 1 would not surprise me.
You will need to look at the International Arms Dealers, or Countries that have been using them and have surplus for sale. Check with your government about being allowed to buy one and also how they are allowed to be armed, where they can be driven and a host of other regulation.
If you have any Clubs in your region that have War Games even if you choices are more modern than their choices they may know the procedure to get your hands on one Chetak
That's probably a useful accessory if you live in a Dem-infested area and don't feel like messing around with just plinking at them. Definitely get the matching 77mm howitzer to round out the ensemble.
