Part of the way the NFL makes money is through the sales of its merchandise. If the product has bad PR, than the sales are going to plummet. By adjudicating misconduct and criminal acts, they attempt to limit the damage bad PR does to their product and helps keep the merchandise sales steady, so from a busness stand point it makes sense for them to continue to do so.

There is an unwritten rule in the NFL - unless you are rotting in a prison cell, you can be on an NFL roster as long as you can play NFL football. If you can play, then the NFL is very forgiving.

The NFL needs to fire players for good when they screw up. Giving players second chances is tacit permission to commit a first offense. Ray Rice will never beat his wife again as long as he plays NFL football. He got away with it once and now every NFL player knows there is a get out of jail free card on wife beating.

No. Each NFL contract contains a personal conduct code. If players want to behave like animals they need to have their little paws slapped.
