Did the 2011 Tsunami warnings directly expressed urgency when getting people to higher ground?

I have seen some of the 2011 Tsunami videos. It seems when given warnings, the wording was more polite rather than being directing them to urgent safety. It this true? To many people seemed ignorant about moving to safety.

Wasn't there, so I don't know. In elementary school we had tsunami drills. Didn't realize this was such a new concept to people..
