Senior citizen discount for pet adoption in Georgia?

A senior citizen that I know is looking to adopt a dog in Ga. Are there any places that offer any type of senior citizen discount or assistance toward adopting a dog? Thanks

They are free but they recommended that the dog be neuter or spay before leaving the shelters and that ususally caost around 25 dollars.
