can resturaunts serve you raw steak if requested?

Random question, but if you actually asked, can a resturaunt legally serve you a completely raw, uncooked, room temperature steak? Obviously they have to cook their food to a certain degree, but if you requested it knowing the dangers, can they serve it to you raw?

Some restaurants serve Steak Tartare, finely chopped raw beefsteak. I've had it in France, but haven't seen it on a menu in this country. I don't know of a problem if the warning about undercooked beef is on the menu. BTW chewing raw room temp steak is a bummer. Its much better chopped or ground with raw egg, salt and pepper and maybe a nice sauce.

I have never asked, even though I order mine bleu or extra rare. I'm thinking no. I would not have done it anywhere I managed for liability reasons.
