It depends upon what criteria you use.
--- I liked Hanoi when I was there.
--- Singapore is nice and clean and very efficient but the givernment is a One-party rule and it is hard to be politically open.
--- Bangkok is very polluted. The air is smoggy from traffic which is congested. The canals are polluted and smelly.
--- Jakarta has many smelly polluted canals and huge slum areas. I was tghere for two years and never really like the city.

Singapore as the best. (Not just city but also as a country)
And I would say Myanmar's city are probably the worst...
PS., India isn't located in Southeast Asia, that's South Asia. While Hong Kong is East Asia, being part of China. You've also missed Myanmar, Laos, Cambodia, and East Timor as part of Southeast Asia.
