Of UK monarchs, they are Henry VIII, his daughter Elizabeth I, Queen Victoria, and the current monarch, Elizabeth II.

Otherwise, you have to go way back to such people as Hammurabi, Solomon and David (a little problematic, since they are biblical figures without much other documentation); Nebuchadnezzer II, Alexander the Great, Pericles of Greece; Augustus, Nero and assorted other Roman emperors whose names would be recognized by the hoi polloi -- maybe Caligula and Constantine the Great. Possibly Vespasian and Marcus Aurelius, but probably not.

Herod the Great, largely owing to his association with Jesus's birth.

Then, let's see: Kublai Khan, Genghis Khan. Hirohito of Japan, and just possibly Rama IV (King Mongkut) of Thailand.

Shaka of the Zulu.

I could come up with many others, but even a few of the ones I've mentioned probably do not enjoy worldwide recognition in this day and age.

Oh, and let's not forget Charlemagne, Louis XIV, and Napoleon.

I'll throw in Peter the Great and Catherine the Great just for the hell of it.

well straight of the bat Henry 8th. Famous doesn't mean best though, you could almost say at the same time it means worst- him getting rid of his wives-some in a rather grisly and unfair manner was hard for any school boy to forget
