I suppose you're looking for the answer "2", but this joke doesn't work in writing -- only orally. In writing, if you don't put quotation marks around the word "that," you're actually USING the word, and it refers to the whole sentence you said previously. If you mean "how many t's are there in the word 'that'," -- if you're REFERRING to the word rather than USING it -- you have to put quotation marks around "that," which sort of gives the joke away.

Also, it's "whoever," not "whomever".
