If you want to run a low voltage motor, then you need a low voltage supply. A simple step down transformer may be what you need.
Current limiting a higher voltage supply to run a low voltage motor would not be a rational approach under normal conditions.

I have only seen current limiting devices for DC, not AC. You could put a 5A fuse on but it could take 6 or 7A to trip.

TRY THESE WAYS.....
[1] PUT A 5A FAST BLOW FUSE IN SERIES, FUSE BLOWS IF OVER 5A.
[2] PUT A 48 OHM RESISTOR IN SERIES, THE RESISTOR HAS WATTAGE RATE AT LEAST 1200W.
