Depends on the weight of the balloon. If it weighs more than the amount of air displaced by its volume we have B < W, so there is no net lift L = B - W < 0 as the balloon is simply sitting on the floor. But if the sphere were made to light stuff, then L = B - W > 0 and the balloon would rise until L = B - W = 0 where it would float until the air leaked into that sphere and its weight increases with the addition of the air.
