Russian mafia sounds the same absurly like, for example, english yakuza.
But i can answer "why it did start" - because somewhen in 50-60ss there was need image of enemy for unite people around government and distract from the urgent problems. And to "why is it occuring" - because problems haven't been solved and it will not solve much time.
But who can, who is... It's difficult question. May be, you are?
