In normal use affect is a verb and effect is a noun. There is a spurious use of effect as a verb: "to effect change." That makes my skin crawl. However, there is another form of affect that is pronounced with the accent on the first syllable and is a noun. It describes a person's emotional response to situations. A person who laughs when told about a tragedy has inappropriate affect (AF-fect).
