I can't click the start button. When I click the start button the start menu won't pop up. help!

Question

I have a Dell 560 Desktop computer. It was previously running Windows 7. Then I upgraded it to Windows 10 last summer after it was released. and it was working fine. but today When I click the start button or press the windows logo key, nothing happens and the start menu doesn't open up. 
I tried shutting it down and rebooting the computer, the start menu still doesn't work.
I tried scanning the computer for virus with Windows 10 defender and Malwarebytes Anti Malware, It didn't find any virus. and the start menu still doesn't work.
I need help to get the start menu working please.

You may have to refresh the computer which won't cause data loss hold down the shift key keep it down and restart useing your task manager!

Or download classic shell you can uninstall latter to give you a windows 7 start menu.

After you restart which you can do from the login screen if needed holding shift you can either factory reset or refresh
