Do holiness Christian women (the ones that wear dresses and long hair) judge other women who don't dress that way?

There is a situation at work where a supervisor who is holiness (not sure the exact religion - she's Christian and wears dresses and long hair and so do the other women in her church) keeps writing up her subordinate employee for her wardrobe being supposedly inappropriate. There's nothing wrong with the woman's wardrobe as far as I can see - pants and blouses. The supervisor says the clothes show her figure too much but she's quite curvy with a small waist and she can't really help that. Unless she wears a potato sack it's going to show her figure. Do you think the supervisor is judging her unfairly due to her own religious beliefs?
