The way to figure this out:

The 2013 Accord came out on September 19, 2012. A car is only "brand new" if its model year is in the current calendar year or before; ergo, a 2013 car would not be brand new after 2013 was over. So the ride was between September 19, 2012 and December 31, 2013.

Said student was 20 years old at the time, so he would have had to turn 20 on or before December 31, 2013. The latest he could have been born is therefore December 31, 1993. The odds of this being the actual birthday are very unlikely, requiring said student to ride in the Accord ON his 20th birthday.

On the other hand, he could not turn 21 before the car went on sale, in this case September 19, 2012. If he rode in the car the day it went on sale and was one day shy of turning 21, his birthday would be September 20, 1991. The odds of this happening are extremely unlikely.

January 1, 1993 is actually the most likely day, as it is the latest day where said student would have been 20 for the entire Sept. 19, 2012 - Dec. 31, 2013 period. But it in itself is still unlikely, as there are 834 possible days the student could have been born.

So our range is September 20, 1991 - December 31, 1993. Said student is 22-24 years old now.

Subtract 20 years from 2013, and then google "presidents of Tanzania" to see who was president in that year. I shouldn't have had to tell you how to do that.
