I am from Mexico , 53 years old my elder sister who had obtained a US citizenship has file an I-130 on my behalf on 2001, my question is that i want to know how long it will take for Uscis to approved it ? (I had never lived in USA).
Do I need a lawyer to see my case ?
Anyway help will be appreciated

You are in the F4 family preference category. Right now USCIS is working on I-130 petitions from Mexico dating back to April of 1997. If nothing changes, you'll have to wait another 4 years and 2 months:

Meet the requirements. Best to use a lawyer. There are plenty who do this work.
