Algae is an aquatic photosynthetic, plant-like organism. It is a living thing, so it comes from other algae. If you're talking about algae blooms, they occur when tons of high nutrient water is available that creates an ideal environment for algae to grow.

If you don't want to have algae blooms, you should clean up the water by reducing the incoming nutrient source, which is often sewage or pasture/agricultural runoff.
