Algae is an aquatic photosynthetic, plant-like organism. It is a living thing, so it comes from other algae. If you're talking about algae blooms, they occur when tons of high nutrient water is available that creates an ideal environment for algae to grow.

If you don't want to have algae blooms, you should clean up the water by reducing the incoming nutrient source, which is often sewage or pasture/agricultural runoff.

I hope this satisfies your curiosity, and I hope your name isn't Rick Scott, though that would explain a few things.

Algae are micro-organisms which are similar to plants. They prefer water or moist areas, but can sometimes be found on land (if the soil or terrain is moist). Usually they are found in water habitats ranging from rivers and freshwater lakes to seas and oceans. Algae have a nucleus, can photosynthesize, and come in various sizes and structures.

Non-vascular plants that live in water. Mainly thought of as sea-weed. But also present as microscopic single or multi-celled photosynthesising organisms, in either freshwater or water (also brackish!) aquatic environments.
