As simple as this (imo).
- Lombardi was a brilliant coach. I can verify this because a good friend of my family played for Lombardi in Super Bowl I. Said he was just a brilliant football mind.
- Favre and Rodgers...well it's as simple as you had two back to back franchise QB's. Similarities (although I think a tier below) the Montana / Young years.

They are like the Steelers, they have a tradition of getting great QB play and they compete, they've both had down times, but they're just consistent, it's more of a organizational success mentality/philosophy. Like the Cleveland Browns or Miami Dolphins are poor. It' starts at the top and works it's way down.
