There is no federal or state law that prohibits a 20 year old from shooting at a range in Texas.

I know of no range in Texas that allows drive-by-shooting practice so you and your homeboys are probably ѕhit out of luck. Write your congressman. Tell him how disadvantaged you are. If he's a Democrat he'll introduce a bill to build suitable ranges for you. Hell, they'll probably even ban real people from them so you can use them exclusively. Maybe even put lights there like they do on your basketball courts.

As always, tax money paid by white people will be at your disposal.

Can a 20 year old pick up the phone and call the range and ask them?

I take youth members of several different leagues to ranges all the time in Texas, ages 12 to 18 and have no issues. At 17 I was taking my the first rifle my dad signed for ( I earned the money) and never had an issue with it.

There is no law against it.

Most ranges I've been to will not rent pistols or sell pistol caliber ammunition to someone under 21 years old. But if a 20 year old wants to rent a rifle, or if they bring their own pistol and ammo, they would have no problems.
