Why does she never take initiative to make a first move?

So me and this girl have been going out on dates recently, we used to hang out but stopped talking but started back again recently. One thing that really gets under my skin is i'll text/call her majorty of the time. I swear if I don't text her first it could be days passed she literally won't text me first. We've gone out for food, drinks, we've held hands and kissed a few times. Things seem to be moving slow but I feel she doesn't put forth much effort into making a move. I know the old school way of thinking the guy does the work which I don't mind but a relationship is a two way street. What does this mean ? also I don't want to bring it up I'd want the feeling to be mutual versus her doing it just because I bring it up. Anyone have advice on what to do in this situation?

Stop texting. You are not 12 years old. Call her and ask her out for a date Sunday-Thursday. No Fridays or Saturdays. If she asks for those 2 days, simply say "I'm busy" and then offer another day.

You want her to think you are out on dates with other girls. Fridays & Saturdays are golden to women when it comes to dating.

Once you offer a date which includes an exact day, time & place, say "Great. I'll see you then." That's it. No more contact until the date. When you initiate contact between dates, it makes you look insecure, as if you are 'checking in' to ask if she still likes you. That's a turn off. You want to be James Bond with a good sense of humor.

Goodbye kisses only until she is your official gf. And on the dates, act like a gentleman. Do NOT initiate any contact. You must pay attention to see how often she touches you. (Affection means high interest.)
