He won't need to. The public is behind him, just like they were for Oblamer. He only needs to push legislation thru congress and they will pass it.

Obama spent his 1st term, p i $$ ing away his good will, paying off union buddies, and saying things like "I won", "sit in the back of the bus" "cops acted stupidly" and calling voters "bitter clingers", so then he had to use his pen and phone.
