Disregard the wide abuses of power by past Presidents -- working from the Constitution only, what would you change or add (of course, your change might be to give the office more power and more leeway with executive orders).
I would require that a Presidential candidate have taken courses in military history, strategy, and ethics, similar to what your standard GI would have to take.

I would get rid of the born in the US requirement and change it to a minimum time as a US citizen residing in the USA or its territories and protectorates. Probably make that 25 years.
I would require a competency test on understanding the US Constitution, what constitutes an illegal order to the armed services, I would also have a new position taken from ancient Rome. Someone to stand behind him at rallies, speeches, and other public ceremonies and whisper in his ear, "Memento homo".

I would rather them uphold the laws that exist. Congress is supposed to vote on war, but it hasn't happened that way for a while. Especially with this moron.
