Who had a greater impact on the United States? Jefferson or Washington?

Which of the two presidents had a more long lasting impact. Why?

Jefferson.. he was more politically involved and George Washington was just a general. The main reason he was named president was because people liked him because he was the general who won the revolutionary war and thus made him a good face for the American people at the time

Washington, there were people wanting him to be emperor and he not only refused but was insulted by the idea, he wouldn't accept any office without being voted in. After being in power for 8 years he voluntarily stepped down, something that world leaders at that time never did. He could have been president for life but only accepted 2 terms, most modern presidents would love to be president for life but are limited to two terms.
