If I don't have a Kinect, is my Xbox unable to send power controls to my TV?
I've tried to manually enter the TV into the Xbox, and it's unable to turn the TV on or off still.

If you have the original model Xbox One, then you need the Kinect as that's the part that has the IR Blaster that sends the remote control codes to your TV. If you have the Xbox One S then the IR Blaster is built-in and you don't need a Kinect.
