My bfs mom told me months ago NOT too let my bf touch or do anything to my boobs while pregnant that my milk won't come in is this true I've never heard anything about that before
Does the same go for when you're taking a shower? How about if I apply lotion too my boobs will my milk won't come in I'm 26 weeks

Absolute nonsense.  
It's often recommended to avoid using soap on your nipples in the shower, since it can be drying.  (And the old practice of 'hardening' them by scrubbing them with towels or using alcohol on them is not advisable.) But you can touch your breasts and continue whatever practices you and your boyfriend find pleasurable during sex.
