How can I get someone's test score with just the mean and standard deviation?

Mean is 70 and SD is 5

You'll need additional information to get the exact test score of someone besides the mean and standard deviation.

No, because mean and standard deviation are population measures. What you can say is that if the number of people taking the test is large and the test scores are normally distributed then you are 68% confident that any one individual score would be between 65 and 75 (mean ± one standard deviation), or 95% confident that it is between 60 and 80 (mean ± two standard deviations). https://en.wikipedia.org/wiki/68–95–99.7_rule
