I have the exact same problem, I'm skinny but my face is pudgy and fat ugh. Drinking a ton of water usually will make you more bloated cuz then ur face can store more water. Don't make yourself thirsty, but don't overdo it on the water. I've heard face exercises help a lot, I've done plumping lip exercises and my lips are way bigger now, so it probably works too with slimming face exercises. :)
