I'm starting a forum and need someone with experience to pretty much program the whole thing. I own a domain "blackhatforums.us", and the programmer who makes the site will be paid with revenue from ads and donations too.

You don't need to hire a programmer to get a web forum, there's tons of ready made ones you just have to "colour in", many of which you can easily install yourself if your webhost has a script installer in the CPANEL.
Most the companies / open source communities that make them offer an installation service, usually.
