Whats the name of that kind of writing where all the letters are capitalized, but the capital letters are bigger?

Try highlighting the text and Format > Character > Font Effects > Small capitals.

"Large and small caps" would be the description, but in traditional printing this (using the two together) is not a recognized form of setting.
