I was visiting the USA for a month starting last March. Then went back to Canada in April
In September I went back to USA again and might stay until February
So will my six month USA visitation restart in March again

Your limit is 180 days in any 365-day period. Need not be a calendar year. There is NO 'reset" on that.

Count the days. If the time you spend in the USA adds up to less than 180 days in a 12 month period then you are OK.

In ANY 365 days, you can only visit 180 days maximum...so nothing 'restarts'

You have to be there less than six months in any calendar year. You can come and go as often as you like, as long as the days in the US add up to less than half a year.
