Joe Dokes is discovered unconscious on the sidewalk. A passer-by calls for an ambulance. The ambulance services crew determines that Joe needs to go to the hospital to be examined. (Joe is still asleep and cannot be awoken by the EMS crew.) Joe is treated and released. Two weeks later he recieves a bill from the Ambulance Service for services rendered. Is he required to pay the bill?

Yep. Whoever called EMS acted reasonably. The ambulance crew acted reasonably, appropriately, and for Joe's benefit.
