In this hypothetical battle, assume each side has an equal amount of men, at full strength and highest level of war tech per each armies period (repeating crossbows, artillery, etc.). Who would win?

Considering Genghis Khan conquered northern China and Kublai Khan later conquered the rest of China around 1700 years after Sun Tzu wrote The Art of War, I'd say Genghis Khan would win. The Chinese had 1700 years to study and practice Sun Tzu's philosophies and tactics on war but it didn't help them against the Mongols.
