If it takes 60 votes to change or eliminate the filibuster rule, how did the Republicans manage the SCOTUS change?

it does require the Majority leader.

You can change the rules with a simple majority. They don't want to eliminate the legislative filibuster because that will come back to bite them in the ***. Democrats could retake Congress this year and could have unified control in Washington as early as 2021. Even if they don't get it then they will have it sooner or later. When that happens Republicans will need the filibuster to make sure the Democratic majority doesn't pass whatever crazy left wing laws they want. Without the filibuster Democrats could easily pass upper class tax hikes, single payer health care, a carbon tax, an assault weapons ban, transgender legal protections, citizenship for illegal aliens and whatever other left wing legislation their hearts desire.

What does the Supreme Court have to do with the Senate filibuster?

The Democrats came up with the "nuclear option" back when they were in power under Obama now they are finding out what a bad idea setting that precedent was. They threaten to use the nuclear option for their supreme court nominee when Hillbagg the Cow won so of course when Trump won the Republicans followed their lead.

Are you promoting the use of the nuclear option to resolve the budget issue ? If so , just say so .
