Yahoo never tells users about problems. It may be a temporary glitch or like many other websites, they are not going to support RSS feeds in the future. You just wait until it starts working or until it is clear the function will not be allowed.

What makes you think people haven't already been fired over the issue, if there is indeed an issue? I say "if" because many, many people, though comfortable with using technology, aren't especially competent at using it and only stumble from one poorly understood success to another. How certain are you that you haven't turned the RSS feed off?
What makes you think skilled techs aren't already struggling with the problem, which may be way more complicated than you realize?
You only see one aspect of what's going on, take a moment to consider that while you only see the surface, there's an awful lot more there that you can't see and can only guess at.
