Just a scenario, if a black man or women, thinks or feels that white's are not paying them the same rate as some other people (Black person getting paid min. rate) because their boss is white, would this black person be consider racist?
Reason I used Black and white is because I see this happening the most. It would be mexican and white, Chinese and white. Whatever you name it.

If they think they aren't getting paid enough, and this perception is caused by their boss' race, (which is what you specified in your question) then yes - this black person would be considered racist.
However, if they think they aren't getting paid enough, and this perception is caused by learning that other workers doing the same job are getting paid more (which is completely different from the scenario you spelled out), then no - this black person would NOT be considered racist, even though they were complaining about a white person.
You can blame white people without being racist, by specifying that you are basing that blame on inequitable conditions that they have created or allowed to persist, or that they want to create - NOT by basing that blame on THEIR RACE.
But when you say "He took my money and hit me over the head because he's WHITE", then you are being racist - even if he took your money and hit you over the head.
This is very difficult to prove. Employees do different tasks and they're not payed exactly the same. If you happen to be the one who is black and is payed the least, I'd first look into other reasons before claiming that the boss or company are racists. That being said, if you're 100% sure that the other employees are doing exactly the same tasks and are paid more, I'd ask for an explanation. Favoritism is not rare, and bosses often act like jerks. The truth is that any person can be discriminated against or harrassed at work (young people, women, men, whites, blacks, religious people, etc).
