The DMV in the state where you buy the car will sell you a temporary plate ( A transport permit)

If you are buying a vehicle from another state, then you will need to BUY a temporary registration from the state where you buy the car. THEN you can drive it home to NC and register it there. Don't forget to buy insurance for the car too.
