Does sending "prayers" during a natural disaster insinuate that god can intervene if he chooses?

Is god really intervening and still allowing so much detestation?

If the disaster happens fundies seem to have a habit of instead claiming that it is divine retribution for being sinful.

Like how Katrina was for New Orleans sinful parties or how those floods in England are for gay marriage become legal.

Prayer does nothing.

Well, it depends. Its not everyday our prayers get answered (Meaning not always answered "Yes" and for valid reasons) and God is not always saving people from devastation. Many times he's allowing people to experience these events so that they may seek him and be built up in the process at the same time.
