Does sending "prayers" during a natural disaster insinuate that god can intervene if he chooses?

Is god really intervening and still allowing so much detestation?

Prayer works just as well as random chance. In other words not at all.

God is trying to get our attention and, as with a 3 year old, the only thing that works is a spanking.

OF COURSE HE CAN BUT HE DECIDES WHAT TO DO AND WHEN...PEOPLE NEED TO REALIZE GOD HAS ALL POWER AND HE ALWAYS WILL...CONSIDER PRAYING SOON AND OFTEN LIKE TWICE A DAY.

God is sovereign. He is controlling events. He can rightfully be blamed for the devastation. Sending prayers is a recognition that God is controlling events.----

"I will summon all the peoples of the north and my servant Nebuchadnezzar king of Babylon,” declares the Lord, “and I will bring them against this land and its inhabitants and against all the surrounding nations. I will completely destroy them and make them an object of horror and scorn, and an everlasting ruin. (Jeremiah 25:9)

It's actually insulting to God, when you think about it.

When Christians pray for God to help victims of natural disasters, they assume:

    A. God didn't want the disaster to happen, thus implying he is not all-powerful

    B. God doesn't know those people are suffering, thus implying he is not all-knowing, or

    C. God wasn't going to help the people without being asked, suggesting he is not all good.

If the disaster happens fundies seem to have a habit of instead claiming that it is divine retribution for being sinful.

Like how Katrina was for New Orleans sinful parties or how those floods in England are for gay marriage become legal.

Well, it depends. Its not everyday our prayers get answered (Meaning not always answered "Yes" and for valid reasons) and God is not always saving people from devastation. Many times he's allowing people to experience these events so that they may seek him and be built up in the process at the same time.
