what to use to keep lips moist all day?

After 3 hours my lips feel dry and flakey tried live a Chapstick lip oil none worked any suggestions please

I carry around moisteriser every where I go for dry hands and lips

You are dehydrated if you need to reapply a lip product that quickly.
You should be drinking a minimum of 70 oz of water a day, more now because its winter and people get dehydrated quicker in the winter.
