God does not do evil things. You must learn about generalities and figures of speech.
Seems clear enough. They have reaped what they sowed, now God is willing to start anew and restore them if they on their part are willing to be obedient.
Justice for transgressors is evil things to them. Mercy is to spare and restore if they return.
A perfect and just God would *not* do evil things. Therefore it is easily discerned that Yahweh-Jehovah is neither spiritually perfect *nor* just. *Lots* of human beings are considerably more spiritually advanced and genuinely *good* people than is the evil Jehovah. It is *foolish* to expect perfection and justice from an entity who is a *liar* and a *murderer*.
