A monitor costs around $100. Then look for a used PC on ebay with an Intel 4th gen i7 or later with a nVIDIA 900 GTX or 1000 GTX series video card. Some of these models even though they are years old have absolutely no issue playing AAA games.

Unless you or a Trustworthy Friend can build with used parts or find a a used Gaming PC that's a good deal, you'd have to keep saving money. Building with used parts can be tricky if you don't know what the value of the used parts is, and you would have to know when you're dealing with a scam or a rip-off artist. There are plenty of people who built a PC in 2013 who think it's worth 90% of what they paid for the parts.

It costs about $500-600 to build a tower that's decent at Gaming. Then you'd have to find a keyboard, mouse, headset/speakers and monitor which would cost an additional $120-200.
