Average number of miles per year in the USA is 13,500. So take that and multiply it times the age of the vehicle. Let say it is a 2009, That makes it ten years old so 135,000 miles would be normal. If it is over that then it was driven more than average, less than that, less than average. You want to be at that number or less unless they are really cutting the price.

I've seen SUV's with less than 100K on them that have 'too many miles' because they were driven hard and poorly maintained.

That depends on how well it's been maintained and your personal budget. Personally, I draw the line at 100,000.
